Contributions of national health conferences to the definition of public environmental and health information policy.

The relationship between health and the environment has been the object of increased interest from researchers in recent decades with information being the phenomenon that makes it possible to construct a tessitura between the 2 areas. The goal of this article is to examine how the recommendations of the National Health Conferences treat the issue of the environment and information and how they link these two areas with health. The present study is a documentary investigation of a qualitative nature. The documents that comprise the research's corpus are the official reports of the Conferences, from the 1st (1943) to the 14th (2011). The results show that environmental issues have always been present, especially since the 8th Conference in 1986, after which there is an increasing amplification of discussions about the theme. The themes of "health" and "the environment" discussed in the 12th and 13th Conferences demonstrate clear progress toward defining their relationship with quality of life. "Health Information" is referenced as fundamental in almost all the Conferences, achieving the status of priority axis in the 11th Conference. The inclusion of several propositions presented and discussed in the Conferences seems to influence the establishment of public policies in the areas of the environment and information.

ResumoAs relações entre saúde e ambiente têm sido objeto de interesse maior dos pesquisadores nas últimas décadas, sendo a informação o fenômeno que permite fazer a tessitura entre esses dois domínios. O objetivo deste artigo é examinar como as recomendações das Conferências Nacionais de Saúde tratam a questão do ambiente e da informação e como articulam esses dois domínios com a saúde. Trata-se de uma pesquisa documental de caráter qualitativo. Os documentos que compuseram o corpus da pesquisa foram os relatórios oficiais das Conferências, da primeira (1943) à décima quarta (2011). Os resultados mostram que as questões ambientais sempre estiveram presentes, especialmente após a VIII Conferência, em 1986, a partir da qual há uma ampliação crescente das discussões sobre o tema. Os temas "saúde" e "ambiente", discutidos na XII e XIII, demonstram nítido avanço na direção de definir sua relação com a qualidade de vida. A "Informação em Saúde" foi referenciada em sua quase totalidade de Conferências como fundamental, ganhando o status de eixo prioritário na XI Conferência. Por incluir várias das proposições apresentadas e discutidas nas Conferências, elas parecem influenciar o estabelecimento das políticas públicas nos domínios do ambiente e da informação.

El acceso a la información como determinante social de la salud / Information access as a social determinant of health

A lo largo de más de un siglo de investigación, permanece viva la discusión sobre las dimensiones formativas y explicativas que tienen los procesos sociales con relación a la salud de las poblaciones. Las evidencias recogidas a lo largo de este período, en los más distintos contextos y tiempos históricos, apuntan hacia una ecuación compleja entre salud, desigualdades en las condiciones de vida y la red de vínculos y asociaciones entre individuos y grupos. Por ser evitables, injustas e innecesarias, las inequidades en salud son elementos susceptibles de intervención; en particular, el acceso a la información emerge como una dimensión importante para la equidad en salud. Este artículo presenta una discusión inicial sobre el concepto de acceso a la información y de algunos de los distintos marcos y dimensiones en el ámbito de la salud. Finaliza con la propuesta de construcción de una agenda orientada a la promoción del uso de la información en y para la salud.

After more than a century of research, the debate about how social processes shape the health of populations remains very much alive. The evidence collected througout this time, in its variety of contexts and historical periods, points to a complex equation between health, inequalities in living conditions and the interactions and associations between individuals and groups. Because they are avoidable, unfair and unnecessary, health inequities are elements open to intervention: in particular, access to information emerges as an important dimension of health equity. This article aims to contribute to the discussion of this topic, especially with regard to the concept of access to information and some of its various dimensions. Finally, the article proposes the need for launching an affirmative agenda focused on promoting the use of information in and for health.

Testemunho da história, peça da memória social, fonte valiosa para produção de conhecimento em várias áreas, o filme educativo em saúde ainda espera por seu resgate e promoção como objeto de pesquisa. No âmbito da colaboração Brasil-Estados Unidos da América, que redundou na criação do Serviço Especial de Saúde Pública - SESP, em 1942, a Fundação Rockefeller trouxe para o país sua experiência prévia na produção e uso desses filmes para ações de educação em saúde. Este projeto destinou-se à recuperação de um conjunto de filmes em 16mm pertencente ao acervo SESP que, por décadas, jazeu e avinagrou perdido nos cantos escuros da burocracia nacional. Seus objetivos foram a recuperação física das películas, sua descrição e organização temática para alimentação de um repositório institucional de memória digital, com vistas à posterior disponibilização e à socialização para pesquisadores e a sociedade em geral por meio de um espaço virtual na internet.

Health education movies are witnesses to history, pieces of social memory and valuable sources for producing knowledge in different fields. They still await rescue and promotion as a research subject. Within the scope of Brazil-USA cooperation that originated the Special Public Health Service (SESP) in 1942, the Rockefeller Foundation brought to Brazil its previous experience in producing and using these movies for health education actions. The present project had the aim of recovering a set of 16 mm films from the SESP collection that, over decades, had become buried, rotting away and lost in dark corners of the national bureaucracy. The objectives were to physically restore the films and to describe and thematically organize them, in order to put them into an institutional digital memory repository, with a view to subsequently making them available and socializing them, among researchers and society in general, through a virtual space on the internet.

Testimonio de la historia, pieza de la memoria social, fuente valiosa para producción de conocimiento en varias áreas, el filme educativo en salud todavía espera su rescate y promoción como objeto de investigación. En el àmbito de la colaboración Brasil-Estados Unidos de América, que redundó en cración del Servicio Especial de Salud Pública (SESP) en 1942, la Fundación Rockefeller llevó al país su experiencia previa en producción y uso de esos filmes para acciones de educación en salud. Este proyecto se destinó a la recuperación de un conjunto de filmes en 16 mm perteneciente al acervo SESP que, durante décadas, yació y se avinagró, perdido en los rincones oscuros de la burocracia nacional. Sus objetivos fueran la recuperación física de las películas, su descripción y organización temática para alimentación de un repositorio institucional de memoria digital con vistas a posterior disponibilidad y a la socialización con investigadores y la sociedad en general por medio de un espacio virtual en la internet.
